India–Japan Science, Technology and Innovation Cooperation: From Scientific Collaboration to Strategic Technology Partnership

This policy brief traces the evolution of India-Japan science, technology and innovation (STI) cooperation from the establishment of diplomatic relations between two countries in 1952 to the outcomes of the 16th India-Japan Annual Summit in 2026. It highlights that bilateral scientific cooperation began much before the signing of the 1985 Agreement on Cooperation in Science and Technology. In its early days, cooperation was largely embedded within broader frameworks of cultural diplomacy,

India–Africa Agricultural Trade and Technology Cooperation for Building Resilient, Inclusive, and Sustainable Food Systems

India and Africa are embarking on a new phase of their partnership for agricultural development, acknowledging the risks of excessive reliance on limited sourcing geographies and long, vulnerable trade routes. The opportunity for stronger collaboration between India and Africa in areas such as agricultural trade, technology sharing, and value chain financing is significant in the current global economic environment.

Promoting Regional Cooperation through BIMSTEC

By Mr. Uttam Kumar Shahi

The Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation (BIMSTEC) is an intergovernmental organization established on 6 June 1997 through the signing of the Declaration on the Establishment of the Bangladesh– India–Sri Lanka–Thailand Economic Cooperation (BIST-EC) in Bangkok by Bangladesh, India, Sri Lanka, and Thailand. After Myanmar joined in December 1997, the grouping was renamed BIMSTEC (Bangladesh, India, Myanmar, Sri Lanka, Thailand Economic Cooperation).

From Pharmacy to Partner: Upgrading India-Africa Health Cooperation to a One Health and AMR Compact at India Africa Forum Summit (IAFS) IV

India-Africa health cooperation has a well-established institutional history that predates India Africa Forum Summit (IAFS) IV. At IAFS III in 2015, India announced a dedicated India-Africa Health Fund of USD 10 million as part of a USD 600 million grant assistance package and it was the first time that health had its own named fund within the IAFS framework.1 The institutional followthrough was more substantial than is commonly acknowledged.

From Strategic Space to Regional Community: Why People-To-People Connectivity Will Shape the Future of the Bay of Bengal

By Prof. Amitabh Mattoo

The Bay of Bengal is back. From the Indo-Pacific to maritime security, supply chains to connectivity corridors and climate resilience to sustainable development, policy conversations are starting to recognise that what happens in and around this maritime space will shape the future of Asia. Stretching from India’s eastern seaboard in the west to Bangladesh in the north, Myanmar and Thailand in the east, and Sri Lanka in the south, the Bay of Bengal is today where Asia meets. And yet, there is a paradox.

Energy Security Based on Renewable Sources in Africa: The Role of India-Africa Partnership

By Dr. Anshuman Gupta

Africa remains one of the world’s leastdeveloped regions, recording poor performance on several human development indicators. One major contributing factor is its extremely low per capita energy consumption, which remains among the lowest globally. In 2024, Africa’s per capita energy consumption was only about 19 per cent of the global average and less than 9 per cent of that of OECD countries (EI, 2025).
